We work with a Sophos Central Web Policy
in general the download of .exe files is not allowed. Is it possible to exclude certain files/programs from this policy so that they can be downloaded?

it is not possible to exclude specific files or file formats in our web control, but you can use the "Let Me Specify." option to allow or block risky file types.

If you wish to white-list specific websites from Web Control, it is possible to add an exclusion of the type "Website" in the Threat Protection Policy applied to the same device.
For example excluding "live.sysinternals.com" will allow you to download Windows Troubleshooting exe's as needed.
