Clients can't send email due to PBL listings

It looks like Sophos has recently added large ranges of public/dynamic IP spaces to the PMX blocklist. This is turn means clients who send via our email server, but aren't DSL customers, can no longer relay ( pmx_action=?q?quarantine,Block_List) - even though they use authentication to send.

I'm wondering if this is because we set up their email clients to send to port 25 instead of port 587? Sendmail allows either but I'm wondering if this causes the client to be treated differently in PMX, ie: treated as a "server / relay" (MTA/MSA) rather than a "client" (MUA)?

If I disable the "blocker" service in PMU web interface the problem goes away.

I'd prefer not to disable the blocker or the PBL specifically because it's a useful tool. I also would prefer not to create IP or domain whitelists.

So basically, what steps are needed to bypass a PBL block for authenticated clients from untrusted/public networks listed in PBL?
