We just migrated to Exchange 2016 on Windows Server 2016.
After the PM4.0.3 installed. I'm not able to open the PM Console.
The error message:
The administration console is unable to connect to the PureMessage service on the local server.
The error code is 0x80070005
I found an old KB related to this error message & followed all the steps but the problem persist.
I'm in the same boat. Just installed Exchange 2016 on Server 2016. They've been out a while, our AV Service should support it. Please advise.

OK, I figured it out. Or at least I can get the console open now.
Go to DCOM like in the link in the OP, then where it says to add PureMessage User, add the local administrators group also. Then it looks like it works.
Doesn't work for me. :(
