All Email PhishThreat go in Quarantine


I tried to set up correctly my campagn phishtreat in O365. But when i send the campagn all email go in quarantine. I have whitelist all ip and domain, even

I don't understant how can i bypass the quarantine.

    got the same issue. 

    It's happening to some of my clients and not all. 

    They don't have third parties Antispam, only O365.

    I've added In the security center of o365 in the advanced delivery the domains, IPs, and links to be approved and still they got in quarantine.
