I'm trying to create a credential harvesting campaign but it doesn't let me to se select users with personal gmail accounts.
I've tried sending the same campaing to personal outlook/hotmail accounts and there's been no problem.
Is there a reason why this is happening?

Do you have access to a g-Suite? Or is this there personal emails created free on gmail. I do not think they will go through unless you whitelist the domains, which you cannot do unless you are using something like Gmail. As far as I know or would assume Phish Threat is intended for IT with admin access to the email servers, unless Sophos worked out some deal with gmail.
