118513isn't for just a certain SEC version, platform or server role, furthermore it lists several causes (and applies mainly if the outer exception is an unspecified error.
So - what did you check and/or try, what were the results?

We have to try the 6 steps but the result is the same (always the same mistake).

I should have asked a few more basic questions: Is this the local console (i.e. the one on the management server) or a (newly installed) remote console? Did it work before, and if local - are you trying with the same user that installed SEC?
