Possible conflict between windows firewall group policy and Sophos settings?

I am in a SophosUser group without access to the priveleges of SophosAdministrators on our network, so I may be unable to answer more questions specifically.  I am using Windows XP.

Problems:

I am having difficulties running a web service which is being accessed by an active server page following S.O.A.P (simple object access protocol).  I have contacted our network SophosAdministrator, who has added the appropriate IP address to the list of exceptions in Sophos.  I can run the web service and log into it now, but the web service still will not display a running news feed that is supposed to be visible (I've run it from home with no Sophos or firewall, and it works fine). 

My network Administrator had me open Control Panel>Internet Options>Connections>LAN settings.  We are using a sophosws1100 server as a proxy.  When I click on Advanced next to the proxy name, I am supposed to be able to add the appropriate IP address of the web service to the list of exceptions.  HOWEVER, whenever I add the IP address (or any other address or URL for that matter) the web service program is completely blocked.   Why would adding things to this list of exceptions actually block the IP address or URL rather than allow it???

    this is most likely not a problem with your client.

    The WS1100 wouldn't make much sense when users could bypass it by simply configuring their proxy settings. Adding an exception causes the connection attempt to bypass the WS1100 and it's no surprise that it fails. You perhaps misunderstood your administrator.

    The reason that the news feed doesn't appear might be that it comes from a different IP than the main page - but that's only guesswork. While you could find out the required IP/port on the client it's the WS1100 which must be configured appropriately so I'd say you need to contact the administrator once again.
