I think it was just time that elapsed. I suspect the file is generated on the fly to embed the account specific information. If you're clock is out of sync with the signing servers you could get this scenario for as long as the skew takes to correct. If anyone gets this, I would suggest double check your clock is synced and wait a couple of minutes before re-running the installer.
