Need To Block Google Drive Web Site and Application Access

Dear Team ,

We have blocked Google Drive web and application access in our internal firewall .

However we need to block the same even while the users are in other network also .

I have blocked drive.google.com in the website control policy.

I have added drive.google.com in website customization .

But still have the whenever accessing the google drive its able to access
