SD WAN Routing Not Routing Correctly

I have a VLAN setup for our IP phones, the phones are able to get an IP but for whatever reason their traffic is not being routed correctly. I have one phone routing fine, but the other is not routing through the correct port. 10.10.52.0/24 is the network, and the port this traffic should be going through is Port4 (not port 3.51). SD WAN route precedence sits in front of static and VPN.

The SD WAN route sits higher than any of my other rules, and the SD WAN rules look specifically for the VLAN network. None of the other SD WAN rules reference this VLAN network. The SD WAN rule has a primary gateway, the AT&T network, which is Port4.

I also have a NAT rule in place that looks for this VLAN network and the AT&T outbound interface.

I have one phone that does work, and this is how the traffic should look when going out.

I have a firewall rule that looks for this 10.10.52.0/24 network and allows traffic out any WAN interface.

I am not sure what I am missing. Firewall rule to allow traffic out WAN, SDWAN rule which says all network traffic from 10.10.52.0/24 should route out Port4 (AT&T), and then a NAT rule which matches this traffic.
