Under Administration -> Device Access, for the WAN zone we unchecked HTTPS and user Portal.
In fact, only PING and SSL VPN are checked. Due to too many restrictions in other (third party) networks, we decided to put the SSL VPN on port 443.
However, when browsing to our public IP port 443, it still shows "User Portal".
I verified the port with our public IP attached is set to WAN.
What am I missing?

"User portal HTTPS port" might set to listen on port 443.
Please go to SYSTEM > Administration > Admin and user settings > Admin console and end-user interaction and change the user portal port to a custom port.
Thanks, seems to work! Might be worth noting that it is still accessible internally on the public IP at port 4443.
Externally, it seems to have been disabled now.
