The phrase "you can miss this step out" should not be used, as it sounds like a horrendous mis-translation from foreign language speakers like Chinese or such using Google Translate.
Instead use the common phrase "you can skip over this step" or else "you may bypass this step" to successfully convey the intent of bypassing that particular step when meeting the stated conditions.
