what does your web policy contain and how can you determine that it works? Where (Enterprise Console, Central Admin, or ...) do you see that the policy is inactive? Please note that while the status for a component might be active or inactive an endpoint complies with a policy or not.
Please share the screenshot of the policy that you have Configured and also the inactive status that you see.
