Cannot send Viber attachment on desktop version but successful on mobile version

Do you see any denied logs under Web/Application/IPS while sending an attachment via Desktop version?

Also validate the existing Web/Application/IPS policies. Login to the CLI and go to option number 4 and review the IPS settings. 

console> show ips-settings

You may change the value of maxpkts from default 8 to 100 and observe the connection.

I created a new rule with no policy on it, I allow all and no restriction and put the policy on top or my firewall rule but still the same problem.

Have you disabled the SSL/TLS rule from Protect -> Rules & Policies -> SSL/TLS Inspection rules?
