Is this value in -db? or % (which would be weird, but.. you never know - they used to use KBps in bandwidth reports instead of Kbps)

Based on tests that I have done on my equipment, this value is measured in % and is relative to the AP that reported the signal.

So 100% would be another AP directly next to it, but same strength?

Yes, the signal strength percentage is relative to the AP that detected the signal.
