Wireless strength, value?

Question

Under Rogue AP detection it lists signal strength. 
 Is this value in -db? or % (which would be weird, but.. you never know - they used to use KBps in bandwidth reports instead of Kbps) 
 per help: 
 Signal Strength 
 The strength of the detected radio signal 
 
 (If you're going to explain something, don't use the exact same words in a different order)

 Based on tests that I have done on my equipment, this value is measured in % and is relative to the AP that reported the signal.
