Cannot Access admin console since change of IP address

Has anyone come across this issue where the admin page of SMC won't load. The message that appears is "The server is starting" but it just hangs.

I built my server on the LAN but then moved it to a DMZ which changed its IP address. When the server runs on its new address it can access the web, our Domain Controller etc but cannot access its own admin page on 127.0.0.1

Changing the ip address back to its original sees the admin page loading again without any issues. This is no good however as I need it in a DMZ zone.

    im not the ultimate Infra guy, but did you checked your firewall after moving to a new IP? are there any drops? ; Are the dedicated services running on the MDM server?
