Is it possible to set up a policy in Central Email Advanced so that only users belonging to a specific group are allowed to send or receive emails from external domains?

Yes this is possible. However the easiest way would be to create a group in EntraID and only synchronize those users. Only those users would be able to receive and send email. Doesn't take any policy. If a mailbox doesn't exist in Central Email we won't accept or deliver email for the person.
