Happy to stand corrected, but I think that an email detected with a malicious URL is the only type of detection that can't be configured to notify either the sender or receiver. I don't believe that "delete" or "end user quarantine" are viable options so the Admin Quarantine is the only option that makes sense. However, there's no way for an admin to know that email is in there.
I'd like to see an option for the recipient to receive a notification that there's an email from XX@XX.COM sitting in Quarantine because of a malicious URL - this way the intended recipient knows to reach out to the Admin and request a review and/or release.
