I would like to whitelist a specific file that is currently auto-quarantined.

There is a tool from Barkly that is currently determined to be malware and auto-quarantined.  This is beyond my control.  As such I would like to whitelist it for testing purposes.  I have added the filename "launcherasdfasdfasdf111.exe" to the policy that is applied to the User OU the machine I am testing this file on.  However, it is still automatically quarantined.  This activity persists even when in a whitelisted directory as well.  I did a "comply with all group policy" on the machine to no avail.  Assistance is appreciated.
