Hello Jawwad,
normally you'd do something like this on the network - e.g. router or firewall.
On the endpoint the obvious solution is the client firewall (SCF - if available with your license). Web Control lets you block IP ranges using subnet masks - a little bit tedious, doable, the drawback is that it would block internal IPs as well (unless you work around with a very long list). Another option is to use Application Control to block browsers - drawbacks: you can't use them internally and the list is not complete.
Bottom line is, blocks in the network level a preferable.
