Is there a procedure to merge Dev Con configuration data?

I am tasked with the upgrade of SEC from 4.0 to 4.5, and have done so for our primary site. However, we have two remote sites that had separate consoles and clients, requiring separate management. As we now have a more reliable VPN setup and Active Directory running between all 3 sites, our goal is to unify management into one console, using remote SUMs. (with or without Relays, haven't decided.)

I know that I can take the hard road and overinstall ESC on the remote workstations to bring them to the new management console, and this is likely what we will do, unless there is a better procedure. But I'd like to focus on DevCon specifically: One of these sites has a large number of exempted devices from USB sticks to cameras, etc, and nobody wants to have to individually re-exempt them as the devices are reintroduced one-by-one. I have used ExportConfig to get the XML file that appears to have all the specifics I need, but I'm not sure how to import it into the new SEC 4.5. All the docs I have found seem to imply this file is just for configuring standalone workstations? Or am I reading that wrong?
