Desktop and Programs Menu Wiped Out

I've been seeing a little uptake and I'm unsure if it is a computer virus or spyware within my company.  I've recently had 3 computers that the users are completely unrelated positions.  All three of them have had their Desktop icons wiped clean under all local accounts (their account, Administrator, another administrative account, and All Users), as well as the Program menu.  Each system did have a slightly different result in the program menu as one case retained Office, another Adobe, the other wiped everything.  Internet Favorites also appear to be deleted.

If I looked at Add/Remove programs (all 3 systems are XP SP3 and have updates enabled) all of the programs do exist, and can be found under C:\Program Files.  Some can be executed without any trouble, while others give errors when they are executed.  I haven't been able to find anything in the Recycle Bin or system logs, I've put the hard drives in other systems to perform virus and spyware scans as Spybot and Sophos are usually crippled with whatever is happening, but the drives come up clean.

I've searched the web but haven't really found anything that describes the loss of both the desktop and programs menu in the way that we are losing them.  Has anyone else run into this?  If so, what is it likely to be and how can I try to stop it?  Thanks!
