OTP for admin failing to create - couldn't validate the OTP token

Question

After setting up a new XGS136 with 18.5 MR2 
 one of the first thing I wanted to do is enable OTP for the admin user. 
 I did this on other machines and it worked. 
 Here, I have now tried to create the OTP about 20 times, it does not work. Everytime I try to validate the code from the QR Code, it says "couldn't validate the OTP token". Is there some console log about that? 
 
 I have 3 Authenticators and all show the same code, when I scan the QR code. 
 
 OK, while writing this: it came to my mind, it's a system time issue, because XGS has not enabled NTP as default. 
 Machine time is 2022-03-24 12:51:28 Europe/Berlin 
 but current time is 12:44 
 
 Enabled NTP, that fixed the time. 
 But still cannot validate OTP. 
 Even rebootet Appliance. 
 No luck. 
 
 Any idea?

Solution: Multi-factor authentication (MFA) settings needs to be enabled. 
 ...even if I only have this single admin user? 
 When I enable OTP here, it works. 
 
 It doesn't make sense, that you can enable OTP for default admin, it shows you the QR code and verification fails but it does not inform you, that you need to enable OTP at an other section in the webadmin.
