I have blocked a user for accessing youtube using Application control rules. My Question is what is the difference between the enable and disable button when a policy is created?

The enable/disable option gives you the capability to disable a configured policy temporarily instead of deleting it and recreating it when required.

The only time an Allow rule has any effect in AppCtrl is when it is followed by a rule that blocks the Application.
