Does 9.402-7 force Malware/Antivirus scanning even if Web Protection isn't enabled?

I'm specifically having and issue where a download from a webpage is being blocked for "Malicious Content" and getting a "Sophos Web Protection" page. I don't have a policy enforcing this and also have turned of Web Filtering completely with no change in behavior.

Please post the screenshot of the error. Also, I need httpproxy log to investigate further.
