Web Filtering not working properly.

I am sure that it is a problem with my understanding. 
I am not able to use filter exceptions to allow specific websites when my Web Filter is a Whitelist. 
Back ground info: I use a profile to allow specific websites for my kids. 
I'm seeing the sites still being blocked as "cause= Content Server not allowed" at the same time I have an Exception (White) List that should be allowing the site.
The only way I have gotten it to work is to create a mapping of the "whitelisted" site as an allowed category such as "Religion and Spirituality", which I have allowed as the only category in the actual Whitelist Profile". 
Any help would be greatly appreciated!
