I can't seem to get this site working for users...

Everyone here gets an apache forbidden message when trying to go to http://ibmtechu.com/edge. They can access it when not on our network. I've added it to transparent skiplist. I've also tried exceptions in filtering.

Any ideas?

I think you may have been on the right track with an IP based block on the part of the web site host. If there's a contact number or email once you log in, I'd reach out to them.
