I can't seem to get this site working for users...

Are you using the proxy in transparent mode?  If not, the skiplist does nothing.  If yes, how did you add it to the skiplist?

Yes, transparent mode.  I also do not proxy https.

Although the skiplist instructions say that URLs are allowed, they have to be used in the form of DNS hosts/groups and regex definitely doesn't work.  Regex is only for Exceptions.

At Web Protection > Filtering Options > Misc, for destination skiplist, add a DNS Group.  The hostname will be ibmtechu.com.  DNS Group is used just in case it resolves to multiple IPs.  If just a single, then DNS Host type can be used.  You can confirm by checking your Web Filtering log and see what IP(s) are listed for previous browsing to the site.

Sorry, for skiplist I had the host.  I changed to a DNS group as you suggested.  Still not working for me.  What I used in exceptions for a new rule was URL...

I've been staring at a live log of the web filter and the firewall.  I try to access the site and I see no messages.

If it's in the skiplist, there won't be entries in the web filtering log.  Did you tick the box for Allow HTTP/S traffic for listed hosts/nets under the skiplist?  There's something else going on here.  An Apache server error from the webhost could indicate the web request is getting malformed.

If I kill the wifi on my phone and use my cell phone internet provider the site works and it redirects me to ibmtechu

Do you have wired clients (PCs) using the proxy that are seeing the same thing or is it only wireless clients?

you must have some other filter blocking that site, I can connect to it without adding any items to skiplists.

Yes, wired clients, not working for anyone here.  I have no other filters then the UTM.  Could something else in the UTM be blocking access to this???
