RED 10 disconnected after change of cable from ISP

we had 30 Red10 with DIA internet connection with static Public IP. everything was working fine till now just few days back DIA cable was replaced due to some reason from ISP (no changes at configuration at any ISP router) at two branches and both of them disconnected.if we connect modem between DIA connection and RED 10, RED 10 connect through DHCP (LAN IP getting through modem) but when we try direct public IP on the same DIA it keep on router light blinking and after a while System light gets red, even unable router light is not solid.

    upto my knowledge red 10 connect through port 3400 but i have one branch with static public IP ON RED 10 CONNECTED and working fine but when i use telnet the same public IP with port 3400 the result is CONNECT FAILED. even if i try with some online scanning port it shows the port 3400 is closed.

    is it possible red 10 connect through different Port ?
