The way I understand it, if the RED is configured in "Standard/Unified" mode, and the Internet connection to the 220 goes down, there will be no internet connection, but I haven't confirmed that experimentally. If you have a 4G USB device, you can use it as a backup connection for the RED, but that would not change the above if the connection at the host went down.
The RED has a maximum throughput of 30Mbs, but you can use multiple units if you need more.
There's no way to use both ADSL connections with one RED unless you have a load-balancer, so it sounds like you might be better off with a 120 with a Network Protection subscription. You can build a classic IPsec tunnel between the 120 and 220 and use Uplink Balancing for fail-over. The same is possible with a RED tunnel between the two devices.
