Can I setup Multicast to work on a L2TP over IPsec connection

As far as I know, there's no option to forward multicast traffic over L2TP over IPsec connection.

You could do something like use GRE over IPSec, then multicast through GRE.

Amodin was talking about a site-to-site VPN.  I don't know of a remote access client that can do GRE, but it would be interesting if there were.

Interesting, but I don't know if the UTM IPsec remote access server can be made to do GRE. Almost 9 years ago, member mircevski proposed a way to do a site-to-site GRE with Cisco and I do have one client using that approach: https://community.sophos.com/utm-firewall/f/vpn-site-to-site-and-remote-access/54755/astaro-to-cisco-gre-tunnel.  The last post in the thread is by da_merlin (Ulrich Weber) who was the original developer behind UTM (then, Astaro ASG) IPsec using StrongSWAN.  You might also find ideas on the https://strongswan.org/ site.
