Release of unscannable E-Mails - Allowing only for special Users

Would another way be make an exception for those users in smtp exceptions? ie don't quarantine attachments for X coming from Y?

May be it woukd, BUT:
"Y" ist not always the same, so I could only make an Exception for "Attachements for X".
But in this case I would disable AV-Scanning for ALL Attachements for "X" and that seems to dangerous to me...

Under Malware, there is an option to not quarantine unscannable or encrypted mail. As you can block certain mime type eg exe and the unscanable attachments are due to encryption, oversize or scanner breakdown & couple with an exception to the user etc, you might just be able to do it.

You do not have to disable AV to do this.
