In which cases should you use SMTP or POP3 protection?

Users use Outlook to access an External Email Server and Web Browser to access Gmail, Hotmail.

POP3 is for retrieving email and SMTP is for transmitting so realistically you would use both in environments where you want both send and receive to be secured.
