Kindly share logs of your UTM and look for deny messages with regards to Viber or services which might be related to Viber.
Few queries:
-Is there any specific services only that are being blocked? or just about everything in Viber won't work?
-Does this happen all the time? or just random scenarios?
-and does this affect everyone or isolated cases only? (Some users/all users, mobile only( android/iOS, PC only, etc)
-Do you have Decrypt and scan enabled on your Web Protection?
