Are the client computers set with static IPs that would conflict with DHCP, even though you have UTM assigning DHCP? Is there any MAC address assignments? Is there anything in your logs that point to an issue other than conflicting IP addresses?

Unlike DHCP on a Windows server, UTM does not create a "reservation" for an assigned IP. You must assign fixed IPs outside of the dynamic range of the UTM's DHCP server.
