VPN Verbindung wird nicht aufgebaut

Further, to the affected remote users is UDP 500 on their ISP/Network? (you may try if you can telnet to port 500 or 4500 on the end machine to the other end?

Are they behind a Firewall? If yes, you may want to check if they are able to pass through their network firewall

Further, Are you connecting via IP address or a DNS name? Could you check the firewall side, using tcpdump:  Sophos Firewall: How to TCPdump 

While the affected users connect could you check if they are able to reach FW using command - tcpdump "port 500 or port 4500" /  and  Logviewer>VPN
