What SFOS version you're currently running?

Could you try accessing Advanced Shell and run command:

service tomcat:restart -ds nosync

Also, could you try accessing on an incognito or clearing the current browser's cache?

#cat /log/tomcat.log | grep -i "maximum number" | wc -l

If the above command output is giving a count of more than 0 then it indicates it is impacted by the issue

The above is already fixed in V19.5.4 MR-4 and an upgrade to the same will fix the issue and V19.5.4 is already released.
