but on that documentation i can't see anything about activate ad deactivate ipsec, this is command it's still enable?

Activate connection:

if you click on the infor besides the yellow status, you'll be able to see there are certain subnets which are not established due to misconfig. It would be difficult to perform...As of now the API is the only way possible that to limited options shown
