Telegram Messenger Not Connecting When Any Web Policy is Active

I'm needing to allow Telegram Messenger on the network but it refuses to connect whenever a web filtering policy is applied, even if it's just the default Allow All policy.

I don't see anything being blocked in the logs. I have tried switching between proxy and DPI. Any idea what else I can do?

Please allow it on Application filter and check application logs as well on log viewer

Even though I've allowed Telegram on the Application filter, it still refuses to connect. To be clear, the connection only works when I turn Web Filtering OFF completely. This leads me to believe it's a problem with the Web Filter and not the Application filter, however, even a fresh "Allow All" web policy doesn't work either. Does this make any sense?
