Split WAN for Different Departments

We are about to sign a deal for a 1Gbps x 1Gbps bandwidth connection. What I want to do once it's in place is split it up between 4 departments:

250Mbps x 250Mbps = Department 1

250Mbps x 250Mbps = Department 2

 

250Mbps x 250Mbps = Department 3

 

250Mbps x 250Mbps = Department 4

Would this be done through 4 VLANs and Traffic Shaping? I'm tired of each department crying about another department hogging all of the bandwidth and then also shutting down Internet access for the rest of the office... We'll be moving from a 200Mbps x 200Mbps connection, so each department would have more bandwidth than what the entire office has now. That should make everyone "happy," right?
