Internet WAN split

You can configure the next door user's connection to separate Interface on the firewall and configure a Firewall rule for that zone to WAN and apply traffic shaping policy to utilize 20Mbps. That way you can manage them to separate firewall rule to allow Internet traffic.

Does that mean that the next-door users won't affect the load on my Firewall? I don't want them to affect the performance on my firewall.

Load calculation varies on different parameters such as IPS policy, content filtering, Traffic generated by users, VPN tunnels and many more factors.

If you just want to allow the Internet there shouldn't be a problem with the setup you are trying to achieve.

Yes, I only want to allow the internet through. The next-door neighbours will connect their own firewall. They can use the 20Mbps as it pleases them. So it should be fine?
