As per the below screenshot, I have only PartnerReadOnly access but when I click to “Settings and Policies” nothing is displayed – see 2nd screenshot below.

Thank you for reaching out to the Sophos Community forum.
It seems like you're trying to manage the Administrators in your Partner dashboard. Only Partner Super Admins can manage the Admins associated with the Partner account.
