Trying to figure out how multiple users can be deleted that inactive for a long time from Sophos Central.
In inactive users, there's no option to click multiple users.

Could you please share us the navigation from where you are trying to delete it and snapshot of it?
I have checked on Sophos central, I could select multiple locally created user and can delete it!

Navigating -> Logs and Reports -> User Report
There I can see that an ample amount of users have been inactive for a couple of months and not sure if I can remove those inactive users from there.
Try doing this from the "People" page instead of the Report you're generating.
You can also use the arrows at the top of each column to sort by "Last Active" time
