Hi Frederick, 
 Login to Management Console > Users and Computers > Select the user with the existing key > click on the Key tab > on the far right of the main window you should see filter > Search for the other user and assign the key (drag and drop the user from the filter to the main page). Please find below the screen shot for your reference.
