Reset SPX passwords

We are preparing to roll out SPX on ES1100 appliances. We are planning to utilize recipient registered passwords, but would like the Help Desk to be able to reset passwords for recipients on an as needed basis. Is there a way to delegate that ability? the help desk account doesn't appear to have access to the configuration pages of the web gui.
