Voucher, Reconnect to WLAN Hotspot

Dear community,

we have deployed on a site with various wifi access points connected to it. On this site we have 3 different HotSpots with a different config. my question is: it is possible to change the config of the UTM that a User at any reconnect to the WLAN Hotspot must verify with his Voucher code?
Or is this only possible on the clientside with a specially program for example?
