APs not associating without default GW in DHCP

Hello,
i've come across a significant problem with the AP that's seriously hindering a client's network.
Cusomer has a DHCP server that DOESN'T provides a gateway address (security/ control measure)

first problem appeared when trying to initially setup/discover the APs, there was no way to discover them, so i had to add the GW address to the DHCP server and then the UTM started seeing them so we configured them, perfect.
So, i think "they're now setup, they know which UTM to associate, etc etc, i don't need def GW anymore", i disable that option, reconnect APs... they stay blinking [:@], WHAT?!?!?!, they're already configured and associated, WHY are they asking for a GW address now?!?!.
What happens if i have a network where the UTM is NOT(and WILL NOT BE) the default GW?!, or a network WITHOUT DHCP.

i can't help but see this a a very serious problem, why are these devices depending on DHCP after being configured?(for example, mikrotik routers can be discovered AND configured with their winbox app without even needing an IP address, it's done at the MAC level with broadcasts)
