Blocking certain url's

Hi There!

I have setup a webserver which is hosting several sites
ex: 
https://webserver:8080/cgi-bin/admin.html
https://webserver:8080/cgi-bin/test1.html
https://webserver:8080/cgi-bin/test2.html

I have set up Astaro WAF to use this server as a real webserver, installed certificates etc.. and everything is running well, I can access my sites from the internet side.
ex:
https://mydomain:8888/cgi-bin/admin.html
https://mydomain:8888/cgi-bin/test1.html
https://mydomain:8888/cgi-bin/test2.html

Now I would like to find a way to block the admin page.
I thought it can be done by defining  https://mydomain:8888/cgi-bin/test1.html and https://mydomain:8888/cgi-bin/test2.html in URL hardening but it is not working.

Could anyone help me how to achieve this?
