EXE files blocked when no profile filter says to do so.

I've used this product for ages and recently reinstalled on new hardware.

I'm finding I'm blocked from downloading an EXE file.

I've tried the following:

1. Set exception for my workstation to skip extension blocking

2. Set machine to skip all UTM Transparent Mode filtering

3. Set exception for destination domain to skip extension blocking

4. Checked the Policy Helpdesk which indicated the url should pass the filters.

 

What's most puzzling is with #2, there should be no UTM messages as the entire thing should be bypassed.

Nevertheless, I'm getting the following error:

Content blocked

While trying to retrieve the URL:
web.site.domain/file.exe
The content is blocked due to the following condition:
The URL you have requested matches a forbidden file extension. If you think this is wrong, please contact your administrator.
 
I'm using Firefox
